The market-oriented public sports resource allocation reforms are very sophisticated,and its fundamental source is how to transform government functions.Only the government's role is clear and the positioning is clear.Other reforms of the reforms can be solved and the natural situation will come true.Based on this,this paper is based on previous research and uses the basic concepts of public sports resources,market allocation,and government functions as the logical starting point,and uses public interest theory,transaction cost theory,institutional innovation theory,new supervision theory,and public governance theory as the theory.Basically,review the basic status quo,existing problems and government reasons of the marketization allocation of public sports resources in China,clarify the position and behavioral boundaries of government roles in the marketization reform of public sports resources,and propose the path and promotion strategy for government function innovation.With a view to providing a useful exploration for the government to control the market governance system.This study draws the following conclusion:1.The market allocation of public sports resources is a means to achieve effective allocation of resources rather than ends,reflecting the transformation of government functions.It actually refers to the use of price,supply and demand,competitive bidding and other market mechanisms to provide optimal products with maximum efficiency.And services,a means of government governance to achieve the level and diversity of public interests.In the process of economic restructuring,the relationship between the government and the market in the allocation of public sports resources is a fitting and integration relationship,namely,the government-led position,the government's conscious allocation of resources and adjustments and the spontaneous allocation of market mechanisms.2.While the marketization reform of public sports resources has achieved many results,there are many problems such as lack of market supply,lack of total amount,structural imbalances,conflicts of efficiency and fairness,rights-seeking rent,and new monopolies.In terms of government functions,the main reasons are the “marketization” concept lags behind,the drawbacks of the traditional management system,the lack of government responsibility,the lack of institutional arrangements,the fragmented management system,and the lack of multi-cooperation,resulting in the unclear boundary between the government and the market,and the lack of government functions.3.To take publicity as the foundation,promote the realization of social fairness and justice and efficiency,and then delineate the value boundary between the government and the market.Based on government functions,taking public needs as the actual orientation,coordinating the rational distribution of stakeholders,clarifying the boundaries between the government and market entities,measuring costs and benefits as an economic measure,promoting the efficiency and efficiency of resource allocation,and improving people's well-being.In order to clarify the effective boundary between the government and the market4.At the current stage,the specific functional orientation of the government in the marketization reform of public sports resources includes the guarantors of the supply of “basic” public sports resources,“market-oriented planners”,“system suppliers”,“production organizers” and “limited producers”.With "Quality Supervisors".5.Eradicating the “system lock-in” caused by the reliance on the original governmental function path,serious shortage of the system,and serious anomie of system implementation require an overall path(mandatory,induced,gradual institutional changes),and subdivision paths(from time The three dimensions of constructing the initial path and the later path of the Dimensional Construction of government functions,and the promotion of the path(conceptual change)promote the realization of government functions.From the system renewal and improvement-to build a supply system for synergistic supply system,establish a wide range of interest expression mechanisms,and revise the performance appraisal and evaluation;the system pushes new ones-completes the relevant legal content,establishes the core system and pulls,improves the public sports finance system;the idea innovation-Establish market-oriented reform exchange and evaluation mechanisms,market body interest expression mechanisms,and strengthen public awareness of sports consumption awareness;mechanism innovation;establish market body interest guarantees and compensation mechanisms,social organization assessment and absorption mechanisms,and marketization models;Innovations in management methods—management changes,management methods focusing on cost analysis,and strengthening regulatory systems using new types of regulatory tools,etc.proposed strategies for fulfilling the role of government functions.
