For over 30 years of reform and opening up, China’s economic construction has made remarkable achievements, and earth-shaking changes have taken place in social fields. As a product of Reform Development, labor dispatch with its unique "charm" has developed rapidly in recent years in our country from all walks of life. In the process of its development, because of its advantages in reasonably shifting the labor force, boosting jobs and solving employment problem, and so on, the labor dispatch, as an important form of supplementary employment, is popularly using by the Chinese government and employers. But with the in-depth reform, the existence problems on the labor dispatch have become increasingly prominent, and sharp collided with the current system. Especially, since the labor dispatch was written into law in 2008, the conflict has been more and more intensified, and has a trend of being abused and out of control. This brings a severe challenge to the government in public management and the development of the labor relations.In the new period, facing a series of market "mess", how the Chinese government effectively playing its functions in the labor dispatch, taking "pulse" for the labor dispatch, opening a "panacea", promoting the healthy development of the labor dispatch, and to serve the national economic and social development better, is becoming an important subject worthy of further study.Basing on the background of the comprehensively deepen reform in China, and taking the labor dispatch "phenomenon" as the starting point, the paper has a deep analysis in the status quo and existing problems of the labor dispatch, and the developing situation and existing problems of the government functions in the labor dispatch in the new period. Meanwhile, using the theory of the relationship between government and the market, Principal-Agent Theory, System Management Theory, Lean Management Theory and Internet Thinking, and so on, give its advices on improving the government functions in the labor dispatch in our country. The research suggests that:in the new period, the government functions in China’s labor dispatch mainly show as legislative function, regulatory function and coordination function. In current time, the legislation in the labor dispatch has obtained initial development, and some government sectors have deep involvement in the labor dispatch, and the regulation to the labor dispatch also has achieved some efficiency. However, now the government functions in China’s labor dispatch still have some problems, such as function orientation is unclear, legislation exists some shortcomings, regulation is not in place, coordination function hasn’t fully play. In order to improve the government functions in China’s labor dispatch, the government should clarify its function orientation in the labor dispatch, establish and improve the legislative system of the labor dispatch, strengthen the regulation in the labor dispatch, establish and perfect the coordination mechanism among the parties involved in the labor dispatch.
