Vocational education is the key of improving the overall national strength and boosting the competitiveness of enterprises. Keeping up with the pace of the times and getting with the development of the times is the historic mission of vocational education that is given by the times. Vocational school as the main position of vocational education assumes the responsibilities of creating services for the production of front-line talent and application of high-quality workers in the future. Quality can meet the needs of economic and social development of multi-level and multi Specifications ranks of the builders, and the regional rural and pastoral areas of human resources huge number. The lower the quality of the status of the rural and pastoral areas has become an economic takeoff. Agriculture and animal husbandry are the major obstacles to the realization of modernization. Therefore, the development of the rural and pastoral areas of human resources, training of new high-quality and the farmers and herdsmen Inner Mongolia Autonomous Region in the next several decades have become most important thing to the development of the rural and pastoral areas. Secondary vocational education is the most direct and effective way to develop the human resources in the rural and pastoral areas resources, which take an indispensable and irreplaceable role in the region through science and education and implementing a comprehensive strategy to enhance the quality of workers and the rural and pastoral areas, and promote the rural and pastoral areas and the process of urbanization, and the transfer of rural surplus labor force in the process.In this paper, we have used the method of analysis to make the empirical analysis for the status situations of Inner Mongolia Water Craft School and the existed problems. Inner Mongolia Water Craft School was built in 1979, which has been 28 years so far. The current vocational education is facing a great situation, not to out of the trough, and not to grow and develop. When the strong support at the national vocational education is carried out, and other vocational schools are strongly in the development of the city, it is still difficult to survive. There are some problems existed currently in Inner Mongolia Water Craft School currently: weak foundation, the facilities are backward, a slowdown in development, a serious shortage of teaching equipment, poor experimental internship, severe lack of teachers, in rarely particular practice - and dual-mode teachers, and as the school incentive mechanism not, the work of teachers and lack of initiative; geographical remoteness, lack of students, the quality of poor school forms of live, professional monotonous settings, the lack of scientific and effective management. This paper uses the principles of education, psychology and management, and other aspects, by summing up the development of the school problems, to analysis the reason of hampering the development of the Inner Mongolia Water Craft School, and proposes the suggestions and countermeasures of the further development.
