This thesis summarizes the principles which should be followed in assessing elementary students'overall quality and the general flow in order to make efforts in formulating a better assessment system to effectively promote all-round development of elementary students, based on the connotations of overall quality appraisal for elementary students and analysis of the present situation of synthetic quality evaluation for domestic elementary students.The thesis falls into five parts:The first part elaborates the connotations of elementary student overall quality appraisal, its evolution and the current problems. Of these, the evolution covers the period from the beginning of reform and open policy to the present development conditions. Thus the thesis points out existing problems which center mainly on knowing and operation in carrying out the assessment system.The second part concludes the present situation of elementary student overall quality appraisal at home and abroad. The more perfect synthetic quality evaluation system for elementary student is offered, combined with the case study.The third part mainly introduces the theoretical basis and the basic principles of the elementary student overall quality appraisal. From the national policy laws and regulations and the related documents to the multi-dimensional intelligent appraisal theory and the theory of a person's full scale development, the thesis provides the theoretical ground for the elementary student overall quality appraisal; its basic principles comprise the expansibility, the multi-facet, the personalization and interest.The fourth part is intended to demonstrate the contents and standards of the elementary student overall quality appraisal with tables.The fifth part expounds main bodies, the procedure, the cycle and the results in conducting the elementary student overall quality appraisal. Specifically, the main bodies assessed are divided into the self and other people; the procedure includes three stages: planning, aiming at determining the methods of information collection and instruments according to the contents of assessment design; the implementation stage falls into self-appraisal of the assessed objects, information collection and information reorganization; the summary stage, aiming at obtaining assessment results, exchanging, revising plan, and making clear the new-round goal and the appraisal file establishment.
