The disadvantages of evaluation aiming at student academic achievement in our country are bottlenecking the development of quality-oriented education. To solving the problem, Essentials of Elementary Education Reform—issued by Ministry of Education—make the reform of evaluation as an important part of education courses reformation. By analyzing the evaluation in elementary school, especially the in experimental schools, this paper puts forward some proposals to speed up the reformation.First, the paper explains the conception of evaluation, expounds the functions of evaluation, and analyses the disadvantages of our traditional evaluation. Moreover, it puts forward the thoughts of evaluation based on elementary education reformation, and analyses its theoretical bases. Second, the paper sums up the situations of evaluation in elementary education in America and Japan, in order to draw on their experiences. Third, the paper taking some experimental evaluation reforms as sample analyses the advantages and disadvantages of the evaluation reformation. Eventually, in accordance with the typical problems, the paper explores reformation of evaluation from the following aspects in details: all-round development, portfolio evaluation, multi-subjects in evaluation, encouragement in evaluation; and tries to propose methods and breakthrough of evaluation reformation.
