University teachers shoulder the dual tasks of teaching and research."The rise and fall of the nation were tied to education,and the education was tied to the rise and fall of teachers".How to evaluate the university teachers rationally was a very important problem that perplexes management and teachers.The essence of evaluation is a kind of value judgment based on certain value standards.Evaluation of university teachers,first of all,is to establish the correct values and evaluation criteria. The main part of value always evaluates certain goals,directions,and various means of results based on value standards to determine choice.If deviation exists in orientation of evaluating university teachers,the rightness of evaluating targets will be in problem.To choose and follow a right orientation in university teachers' evaluating,human development-oriented,treat the teachers as the main part,develop all types of potential capacity of human resources may mobilize whole teachers' enthusiasm,activity and initiative and hence promote teachers' development.The paper is composed of four parts.The first chapter mainly introduces the researching background,the current situation of domestic and international research and "the thinking and innovation of this issue.The second chapter clarifies and analyzes target orientation,procedure orientation,and main-part orientation in university teachers' evaluation standards in order to dilute the evaluating effect of punishment and award.The third chapter elaborated the reasonableness of the standard-setting.The research on complexity and nonidentity of university teachers' work showed the rationality of standard-setting based on people oriented principle. Chapter 4 elaborated from the main part of university teachers' evaluation, assessment,evaluation techniques and methods,and other aspects of the implementation of university teachers evaluation criteria,thus,put forward the continuous improvement of teachers' evaluation criteria.This paper analyzed the domestic and international theory in evaluation of the university teachers and research on value orientation,has done a thorough study and exploration on the reasonable standard-setting of China's university teachers evaluation.Follow the principles of human development,integrate the past,present and future;Follow the principles of distinctness,integrate the distinctness and unitarity;Follow the principles of unspoken rules,integrate the dominant labor and hidden labor;Follow the principles of laggings in effectiveness,integrate the qualitative and quantitative criteria standards;Follow the principles of harmonious, integrate the individual development and group development,Follow the dual principles of teaching and scientific research,integrate them together.The paper probed the question of how to implement the people-oriented evaluation rationally and reflected the development of university teachers.The flexibility in university teachers evaluating technology and methods could make the implementation of evaluating more rationale.
