In this paper, "Teachers management effectiveness" refers specifically to: school supervisors, under the guidance of the party's education policy, comply with the relevant national education and teacher management laws, regulations and norms of professional conduct of teachers, draw up the related management regulations of school teachers with the teachers, organize purposively all the teachers though all kinds of the scientific method and means, maximize the teachers'initiative, enthusiasm and creativity, make the teachers contribute their power for the personnel training of the country's modernization construction, and also make all the teachers continuously improve their own qualities. And all this can ensure the successful realization of goals, and promote the schools education to develop continually and make a great progress.Theoretically speaking, the teachers'management is a system; therefore, the effectiveness of teachers'management also contains a number of aspects, which involves teachers'political thinking, professional ethics, teaching, research, qualities of psychological and physical, interpersonal skills, and so on. It will possibly affect the whole effectiveness of teachers'management if one or several aspects of teachers'management are low effective or invalid.At present, the teachers'management is low effective ,even invalid in Countryside Junior middle school, which makes the enhancement of the Countryside school teaching quality a serious influenced, also does not favor Our country Stable General Countryside school teacher troop.The paper made a social investigation to 612 countryside junior middle school teachers who work in Huaihua, Shaoyang, Yueyang and Changsha, Hunan province through the questionnaire of"the management effectiveness of the countryside junior middle school teachers". The writer also interviewed 6 teachers in different ages and titles, and a school supervisor on the related questions, then drew the following conclusion:1. The teachers management of the countryside junior middle school in Hunan is not enough effective. Namely the teachers thought basically the schools management is the low efficiency or cannot determine whether effective or not.2. Looking from the concrete factors of the effectiveness in teachers'management, teachers thought generally the school supervisors can make various aspects teachers'regulations according to the educational field's newest request, and try their best to make everyone know them, but the regulations cannot always be operated smoothly enough.3. The teachers longer for the participation of schools'management decision, the school supervisors also flaunted themselves humanist; but almost schools matters are basically decided by one or the small number of people, which seriously dampened teacher's work enthusiasm.4. The deviation between teachers'desire about continuing education and the real training the Educational department provides makes teachers feel their work a little tasteless, which let teachers not indulge in their work.5. The teachers are standing strong body and mind pressures, which have affected teachers'physical and moral health. The schools cannot give the teachers proper welfares to compensate them, and even didn't give the teachers enough care and respect.6. Teachers generally think that they will teach voluntarily and hard. But schools can not evaluate their work comprehensively, objectively and fair. Teachers argue that, to a large extent, the school system does not help them raise work efficiency.7. The school team of teaching and research can not improve teachers'management, which relate to the condition of rural junior middle schools, and school administrators did not pay sufficient attention to the building of it.8. Basically, teachers can teach according to the law, and they didn't violate the law and regulations in their teaching. However, corporeal punishment and abuse of students are in all schools there, which relate to the current popular "examination-oriented education", and also teachers'deep-rooted traditional concepts of education .the school managers must pay enough attention to it.If we want to enhance the effectiveness of teachers'management as soon as possible, the author thinks that we may begin from the below aspects:1. Strengthening rural junior middle school administrators "people-oriented management" ideas. 2. Strengthening countryside junior middle school supervisors'training. 3. Giving countryside junior middle school supervisors moderate decision-making power of school funds.4. Letting the teachers participate fully schools decision-making and management. 5. Emphasizing the full management of the teaching profession. 6. Cultivating perseveringly the teachers'common values and the campus culture. 7. Strengthening the management of the school teachers in rural areas of evaluation.
