Xi’an is China’s western regions that economic and social development is inferiorthan eastern areas, rural education as the weak link lead that physical education willbe more difficulties. We must have high quality teachers who is developed andmanaged to improve the quality of rural schools and enhance students’ health. Thispaper researched rural PE Teachers into Xi’an elementary and middle schools andused literature, interviews, questionnaires, statistics. It comprehensively understandand analysis the current condition of development and management of PE Teachers.The conclusion include that recruitment of PE teacher is greatly based on exams; PETeachers isn’t adequate and full-time physical education teachers is shortage; PEteachers have more gap between reality and ideal job performance and the ability ofwork is general; the entry education of PE Teachers is general and job cultivation isgood; PE teacher outflow is not serious.This paper advances the following measures to solve these problems: First, weshould strengthen scientific and fair recruitment; we must perfect evaluation systemand hire the "best fit" teachers. Second, we should optimize the structure of PEteachers and strengthen the government’s control and actively adjust mentality ofphysical education graduates. Third, we should develop scientific performancestandards and processes; we ought to use reasonable and comprehensive evaluationmethod; we should insist fair, objective and accurate assessment principles; we shoulddraw into competition. Fourth, schools should comprehensive use material, emotional,target, career planning, institutional and punitive motivation. Fifth, we shouldstrengthen attention of the training and change thought of organizers and PE Teachers;we ought to offer variety of training content, form and manner; we should establish asound and scientific appraisal system. Sixth, governments should adopt preferentialpolicies to improve the social status of school sports; they should change theirthinking to enhance awareness to reserve teachers and take flowing measures intoschools to meet the needs of PE Teachers; we should integrated use material,emotional and environmental approaches to people.
