A Study On Operation Pattern Of China-UK Southwest Basic Education Project

The project management is not only a specific management style in a new era, but also a management idea and model in which natural science and social science are combined. When abiding by conventional investment management experiences, the education project management creates its own unique management paradigm. Its unique project objectives and implementation programmes, its strict supervision and the implementation process not only break through conventional management model so as to achieve the expected results, but also converge the science of management, operations research, economics, education and other subjects in itself to provide a new path for developing theoretical knowledge of management discipline.At present, the trend of economic globalization is promoting the internationalization of education development. And China's education is bound to face new challenges and new opportunities. Education development will be faster and the competition will be more intense on the background of globalization. Educational resources gradually flow freely in the world. Educational services become the focus of the exchange of products between countries. In face of tough challenges, how to remain an invincible position in the international education cooperation and exchanges? How to optimize and absorb foreign educational resources to upgrade and develop one's own national education? In the tide of international education integration, these issues are the ones in the field that people focus on.This paper analyses the management processes and mechanism construction of China-UK Southwest Basic Education Project (SBEP). Considering the above as a starting point, the operation model of the project has been studied in-depth and new thinking has been put forward. The implementation of inter-provincial cooperation projects in basic education in the southwest region, not only can cause the development of local basic education, but also can provide the local government with new channels and new models for the development of basic education. Therefore, the effectiveness of utilizing foreign educational capital and the management of Chinese and foreign education cooperation projects in order to achieve maximum efficiency have been the important issues that the government and education management departments will face in managing and developing local basic education.The first part of the article explains the cause, the value and the significance of choosing the topic on the basis of analyzing the international development of education. On the basis of summarizing related research domestic and abroad, the author puts forward his own research ideas and methods attempting to bring some discoveries, breakthroughs and innovations to the study on the operation pattern of the project management. The second part is mainly concluded the basic concept and theoretical foundation of the thesis.The third part mainly summarizes the China-UK Southwest Basic Education Project on the whole. It includes the implementation background, the content and the attaining target of the project. It also includes the operational mechanism of the project management, the organization and management framework and the specific implementation plan of the project. Through detailed introduction, the author clearly interprets the relationships between the responsibilities and the powers within the internal different organization and management institutions, which will lay foundation for analyzing the operation model of the project in a scientific way.In the fourth part, through the practice of his participation in the daily management work of the project, combining with his own observation, reflection and analysis, the author poses various hidden or explicit problems existing in the operation of the project and gives corresponding reasons or explanations respectively. It is the main part and core part of the article, reflecting the value and significance of the study. After careful thought and differentiating, the problems existing in the operation model of the project include the set of the framework of the project management, the construction of the project financial management mechanism, the management and operation of the project technology support organizations, the construction of the project risk prevention mechanism and coping mechanisms, and so on. These problems affect the effectiveness and efficiency of the project implementation directly and involve a variety of practical problems as well. Based on the analyzing and studying these internal problems in-depth, the article identifies constraint factors and deficiency conditions correctly and provides the necessary preparations for the construction of a reasonable mechanism. In addition, discovering and analyzing these issues will provide some support for the theoretic sublimation of this study. The fifth part of the study is about how to optimize the mechanism. According to analysis results of the third part, some comprehensive optimization proposals are put forward in this part. These proposals include not only optimizing the operating mechanism of the project management, but also giving more policies and suggests to the operation and management of the project from different angles.The sixth part and the conclusive part is the theoretic sublimation of this study. Based on the study about the operation model of China-UK Southwest Basic Education Project, trying to construct a kind of pattern for educational project. under the influence of education internationalizing, international education cooperation projects will become the focus of attention in many countries in the future. During the process of exploring the development path of"localization", the theory of the education project management will be enriched and upgraded accordingly.
