The Research On Operation Of PPP Project In Basic Education

The society in China has made significant progress with the development of the economy and the public basic education is no exception.However,many problems have emerged with the development of basic education.It can be divided into several aspects: the first problem is the financial investment.The financial investment in China has been relatively low with the development of basic education whether compared with other countries horizontally or compared with other social investment in the society vertically.The second problem is the inequality in education,which mainly reflected in social resources and political tendencies and caused the inequivalence problem in basic education supply.The emergence of the PPP model gives the public basic education problem,which originally needs the government to solve,to the market.Using market management methods to solve problems and breaking shackles in the development.However,based on the current situation of public basic education in domestic or abroad,the research in PPP model is still at the initial stage.People are still in the early stage of the discussion on how to use the market management method,how to invest and financing,and how to control the PPP model school,especially in China.The operation management is the core element of success in public education PPP project.In the process of writing,this paper deeply understands the experience of running the PPP model in domestic and abroad and analyzed the weakness in this project.Based on the current situation of basic education policy and educational social capital market in China,this paper makes a detailed research on the basic education in Shanxi Province and gives some practical suggestions for the development of each link when taking S school as an example.This paper makes an empirical analysis on the development of the PPP basic education project and makes an objective and reasonable analysis of the problems in the actual operation.Also,describes the operation of PPP model and hope to provide some reference for the future development ofpublic basic education in PPP model.
