Modern distance education plays a significant part in the modern comprehensive educational systems, with essential effect on the building of the new countryside program, popularizing and strengthening nine-year compulsory education and the execution of training teachers from those underdeveloped rural areas, which would benefit nearly half of the teachers in those areas with an opportunity of acquiring a professional training. The reality in large proportions of primary and middle schools in west China is that the relevant training and the integration of informational technology and courses in many projects are both operated with satellite IP and the Internet aiming to facilitate the execution of education innovations and the completion of compulsory education in the economically underdeveloped areas. So is the case in the EU-China Gansu Basic Education Project. Multiple grades and types of training on the teachers from 41 impoverished counties of Gansu with modern distance medium could manage to relieve the poverty in those areas and realize the wide coverage of basic education.The thesis takes the instance of EU-China Gansu Basic Education Project to study the theory and practical model of modern distance education in the project and to seek beneficial experience so as to acquire usable theoretical foundation of its operation. The thesis consists of five parts. It begins with the introduction of the background, purpose and significance of the thesis and also makes a statement of EU-China Gansu Basic Education Project and the task and function of modern distance education in the project. Followed with this, the second part makes a detailed description of the background, the procedures and quality-guarantee steps towards the project. The following third part analyzes the compound application of theory and model of modern distance education and its comprehensive effect on the rural basic education. The fourth part involves some suggestions of the utilization of modern distance educational technology in the improvement of classroom instruction and realization of leaping-style development of basic education in rural areas. The last part ends with some difficulties in the execution of the project and the final conclusion for the whole thesis.
