Culture's globalization has brought great impact on Chinese traditional culture, and multi-culture becomes an important cultural tactics in human society. As a culture practice, while education is influenced by culture's time property, it advances and changes in a unique way. Arts education is a key discipline in elementary education. Being an important medium of culture's education and dissemination, it cannot be ignored to make a research on the problems appearing among modern arts education, elementary arts, arts education and culture teaching. Starting from the culture's concept and nature, and from the angle of aesthetics and philosophy, this paper sets forth the culture's time property and its infiltration into arts education, and analyzes the positive connection between culture and elementary arts education. Moreover, based on economics data, it explains the deep influences caused by motional local culture infiltration on students, and how the elementary arts education saves national culture's quintessence, develops traditional culture and defends against other culture's aggression in culture globalization.
