Study On The Protection And Management Of College Intellectual Property Right

With the rapid development of science and technology, the globalization is spreading widely and quickly, now the world has entered the knowledge-based economy era. In this era, the international competition becomes more and more fierce, therefore, the importance of knowledge has been highly recognized by more people , and it becomes the focus of the world . To obtain the opportunity and the development in the international competition, the country must improve scientific and technological ability for innovation, but to maintain it depends on the intellectual property rights protection. Universities and colleges , as the main sources for scientific and technological innovation , transmission , and the cradles of intellects, have been accumulating and transmitting a great deal of technology, which has contributed much to the country and the whole society . Compared with the contribution that universities and colleges have made, the right that the intellectual property is endowed with has never been properly protected . As a matter of fact , the transmission of intellectual property to practice arises a great many of disputes and leads to the striking loss of intangible assets , which inevitably depresses the motivation of developing new techniques , conducting new researches , and prevents the development of scientific technology and the progress of our country at length .Therefore , how to enhance the university intellectual property management to maintain the scientific and technological advantages , prompt the all-round development of production , teaching , and research , and transmit it directly into productive power is the hot issue which is concerned by every university and college.This paper on the base of ensuring the conception of the intellectual property rights of colleges and universities discusses how the protection of intellectual property serves the development of our country ' s economy and the growth of the university itself .And then by describing the present status in detail and by analyzing limitations adopted by IPP in universities and colleges , the paper points out some reasons for the loss of the intellectual property in universities and colleges, and puts forward some suggestions to prevent the universities' intellectual property from lossing so as to protect the resources of science and technology in our country , defend the legal right of institutions , and for the long run, promote the development of the whole country.
