Studies On Migrant Rural Labors' Vocational Skills Training In City

It was commonly recognized that rural surplus labor transferred from rural to town and city's non-farming industry can effectively solve the three Agri-problems. Recently, for promoting the rural population transfer output, the state promulgated a series of policies and measures to increase vocational skills training of peasant workers. Each place positively carried out the relevant policies, developed various forms of training, and achieved remarkable resultsHowever, the ongoing training mainly emphasized the guide training, and vocational skills training which was mainly in the forms of ordering training. The author believed that labor exporter developed training mainly for the purpose of transferring the output, training methods and content may not be consistent with the city requirement. At the same time, labor exporter developed training not only constrained by the employment environment and training equipment, the effectiveness of training may not be ideal, but also existed problems of long-time, less pertinence and effectiveness etc.On the basis of the relevant literature and summing up training practices in the past few years, the author selected Shishi in Fujian Province as a pilot study. Through site visits, questionnaires, interviews etc to study how to strengthen vocational skills training of the peasant workers.This study demonstrated preliminarily that vocational skills training carried out by the labor importer was more efficient than the labor exporter, and vocational skills training is of great significance for labor importer's economic and social development. This study finally concluded that we should attach importance to vocational skills training of labor importer. Then, the author summed up successful experience of Shishi, analyzed the problems existed in the local training process and finally gived advice about how to improve vocational skills training of the labor importer. This study suggested that the government of labor importer should change concepts, pay attention to vocational skills training of peasant workers, and play their leading function, and strengthen enterprises' post skill training of peasant workers, and make full use of training institutions and training platform to develop the skills upgrading training.
