Study On Vocational Skills Training Of Peasant Workers In A Coastal Province In China

It is not only a general trend of industrialization and urbanization all over the world but also an inevitable requirement of agriculture modernization that transferring the rural labor force to non-agricultural industries and urban areas. Whether the rural labor force can be effectively and smoothly transferred is related to their quality of life and protection of rights, development of economy, solution of three dimensional rural issues, and establishment of socialist harmonious society. Practice on employment of peasant workers and relative training programs which had been carried out also proved that the transfer have to rely on training and training will promote transfer. Only if peasant workers’ qualities, such as skills and intellectual ability, are improved, can they integrate into the urban society successfully and work in the urban stably. As a result, the transfer will be effectively prompt, peasants’ standard and quality of life will be improved and the harmonious development of society will be promoted as a whole. The general objective of this study is to explore how to put valid vocational skills training into effect according to national conditions of Chinese national conditions and guide the orderly transfer of surplus rural labor force to non-agricultural industries and urban areas, in order to both meet the needs of economic development and practically enhance the vocational skills and qualities of peasants, as well as protect their legitimate rights.A good deal of fruitful work of vocational skills training on peasant workers has been done in the coastal province, such as carrying out multi-form and multi-channel training programs for rural labor force and peasant workers, innovating training modes and creating many well-know services brands. Nevertheless, compared to demands of society and peasant workers, more need to be studies and improved in the fields of scale of training, arrangement of curriculum and effectiveness of training. Therefore, this study was focusing on the vocational skills training of peasant workers, with the methods of systematic analysis, sociology, theory with practice and reference and contrast. It studied the role of government at first, learning from foreign advanced experience, and in the background of on actual needs and objective conditions of China, the relationships between government and market and government and society. And then, it analyzed sample survey report on the basic situation of labor and social security in2008and relevant data on employment transfer, entrepreneurship and workforce training in2010in the coastal province. Finally it explored problems on vocational skills training of peasant workers, combining with actual work consideration, and proposed corresponding countermeasures and suggestions, which were strengthening legislation and improving the management system, perfecting training system and ensuring financial investment, optimizing training modes and methods and increasing training quality, and enhancing multiform supervision and improving effectiveness and level of training programs.
