Throughout the history of economic development in developed countries, almost all went through to the industrialization of agriculture and changes in the rural areas to cities and peasants into urban workers in the course of history. At present, China is in a transition period of reform and opening up. A large number of rural surplus labor force in the city, known as "peasant workers", have emerged in the secondary and tertiary industries to realize the transfer of employment. The emergence of peasant workers is a unique phenomenon in the process of China's urban industrialization. In recent years, the number of rural surplus labor force keeps increasing but it is difficult for them to achieve in urban employment, and business has been in a situation of "shortage of peasant workers" and "shortage of skilled workers," The reason is that the job-specific skills training for peasant workers are not in place, which causes structural contradictions. To carry out technical training of peasant workers and address the issue of transfer of employment and raise income levels of peasant workers, is very important to build a new countryside and promote social harmony. The governments at all levels have gradually realized the importance of peasant workers technical training, and launched a series of large-scale training projects of peasant workers, such as "Sunshine Project". These projects are accepted by the peasant workers, caused a widespread social impact and received a certain effect. However, the vocational training for peasant workers is provided primarily by government organizations. As a result, there have been a series of issues such as training is not practical, training is not effective and peasant workers are not able to find jobs ever after the training.This paper is in the perspective of enterprises and uses the status of the technical training of peasant workers as the breakthrough point. According to national statistics and surveys of the situation, this paper looks for the reasons from the reality and learns from the experience of skills training in developed countries. Based on the practical experience in SINOPEC BALING Company, this paper presents an idea of providing vocational skill training primarily by enterprises. This paper also would like to get a solution to address various issues such as insufficient training, employment and low wages.Based on my knowledge of agricultural economics and management learned in the graduate school, my working experience and the actual survey data during my work in the enterprise, this paper expects to provide some effective reference for addressing the issues of peasant workers. It also would like to provide some new ways in providing vocational and technical training for peasant workers, sharing training cost with government and reducing the pressure on employment of peasant workers. Due to my limited knowledge and personal experience, I realized that this paper is lack of an in-depth analysis and is also not comprehensive enough to solve the problem. In addition, I also realized that the samples in this paper are still insufficient and the ideas are not in-depth or innovative.
