Discussion On Peasant Workers' Vocational Skills Training

It is an important characteristic in transformation period of present society of our country that the rural labor turns from agriculture to the non-agricultural industry, turns from the countryside to the city as the factor of production. Since 1990, the great changes have taken place in the policy about the fact that the rural labor shifted of our country, from strictly controlling to encouraging, leading and promoting the transformation of the rural labor. Under such a policy background, the change that the employment structure of our country still lags behind in the industrial structure seriously, a large number of surplus labors are still helded up in the countryside, the rural labor's quality becomes the " bottleneck " factor of restraining the rural labor of our country from shifting . Most of the farmer workers that have already transferred to city gradually become the marginalisation majority because of being unable to meet industrialization and requisition for industrial worker's vocational skills of modernization .The farmer workers' quality also becomes the obstacle factor to realize the integration into the city. The problem of the peasant workers' vocational skills training has already become a very serious social problem in social evolution of our country. So, analysing and probing into the reason that skills training of the farmer workers lags, seeking and promoting job mechanism of skills training of development, has important theory meaning and realistic meaning to realize modernity in promoting peasant workers, accelerate the process of urbanization of our country, promote the coordinated development of urban and rural economies. This paper regards literature survey, case interview, questionnaire investigation and quantitative analysis as the main research approaches, describing from five parts: the first part has reviewed the transition that our country shifts the policy about the rural labor and phased development which the rural laborer shifted , and has make a historical investigation to the problem of the farmer workers' vocational skills training. The second part has analysized the era meaning of the training of the peasant workers' vocational skills , pointing out the skills training of the farmer workers can contribute to promoting the rural labor to shift, contribute to improving the competitiveness of two , three industries in our country, contribute to peasant workers' realizing modernity; The third part has formed the assurance of state of vocational skills of the farmer workers on the basis of the positive research , pointing out the farmer worker's vocational skills quality influences their employment and income directly;The fourth part has analysized the two household register system in urban and rural areas and land system, which are the reasons of the job skills training power insufficient, and pointed out that lack of law support and the unequal development resource in urban and rural areas is the restriction function of the job skills training; The fifth part has put forward the countermeasures and suggestion of promoting the peasant workers' job skills training on the basis of the thing that the reason is analysized.
