Quality is the lifeline of college, so improving teaching quality is an eternal theme for higher education. The worldwide higher education's core goal is to improve teaching quality. In the process of Chinese higher education popularization, the increase of large-scale enrollment brings about much problem, especially the decline of teaching quality. Under this condition, the government, society as well as higher education institutions have paid more attentions to the undergraduate teaching quality.Based on the analysis of the current status of Chinese higher education popularization and its impact on higher education, and the reasons of decline in education quality as well as the concept and standard of quality at the time of popularization, the paper sets forth the theories in relation to quality security and educational assessment system as well as the quality security system, then takes the case of undergraduate teaching in Nanchang University to discuss the theory and practice about the construction and implementation of security system for undergraduate teaching quality. in the end, the paper put forth an idea for innovating the security system of undergraduate teaching quality.We argue that the constructing process of security system of college teaching quality is one course of interest deliberation among many interest groups. The security system ensures and improves the teaching quality through the management of all directions and entire processes as well as whole people. It breaks through the traditional concept of quality management and teaching management in narrow sense, at the same time, the scope of management and service is extended to all directions of teaching quality, which concept is spread over the whole course of teaching quality generation, which target are aimed to all the students and faculty. These arguments include:Firstly, the working aim of undergraduate teaching quality security is to establish a new quality view and culture in colleges and to pursue a new quality management philosophy, which is not for "the best", but for "better"; Secondly, the thought and scope of this teaching management is no longer limited to educational administration department but takes the teaching quality management as the core to coordinate the functions of different departments in the colleges, and to integrate various schooling resources, then to establish a good security system of quality management; Thirdly, the security system of undergraduate teaching quality was established under the guidance of total quality management, through the dynamic management of formation of teaching quality, the university authority require and actuate everyone to maximize its potential and consciousness, so that the management system of teaching quality can be improved and innovated practically; Finally, combining the innovation of teaching quality management of colleges with his experience, the author argues that the key of the system makes matter depends on the implementation quality of the security system.
