Since it just appears in Europe in the 1980s, quality assurance in higher education has attracted the world's attention. The consistent large-scale recruitment expansion of college leads the massive public-works enrollment. Chinese higher education changes from the outstanding person period to the popular education stage. The expansion results in the conflicts of the increasing number of students and declining quality. On the other hand, the college faces the society to the talented person quality requirement unceasing enhancement. If the schools want to obtain the survival and the development in the competition, they must put the higher education teaching quality on a more prominent status. The government and the society also extremely pay attention to and the support to the quality assurance in higher education. Moreover some western countries have also provided many beneficial experiences in this aspect. These all build the very good foundation for our country higher education quality safeguard question. However, the economic condition of China is getting behind the other countries. The higher education resources are quite deficient, school condition is also not so satisfied. But the higher education scale actually is situated on the top stage of the world. It has a bigger difference in various aspects with the western developed country Thus, when we research this question, we must combine the reality of our country and school, and make the concrete analysis to different questions.This article first analyzes the development condition of teaching quality assurance of some representative western countries, also summarizes some revelations to our college teaching education quality assurance On the basis of analyzing present situation of Chinese college teaching quality assurance, it points out the existing insufficiency of present college teaching quality assurance , It analyzes current Chinese college teaching quality assurance situation, pointes out the existence insufficiency of the undergraduate course teaching quality assurance, and discusses new ideas of our college teaching quality assurance development. Under the background of higher education popularity, we should persist in the combination of globalization and our characteristics.
