Research On The Employment Policies Of College Graduates In Shanghai

With China's higher education transited from the Elite Education period to the Mass Education period, more and more people have gained a chance to receive higher education. At the same time, with China's deepening reform, there has been an increasing huge disparity between supply and demand in Chinese labor market, and the related employment problems have become greatly severe. In order to relieve the current graduates' employment pressure, the government has formulated special employment policies for them. This dissertation focuses on the implementation of these policies and their effectiveness on promoting graduates' employment.The main methods adapted in this dissertation are by empirical study and literature review. In order to study the employment policies of college graduates in Shanghai, an investigation was administered to the college graduates, the teachers who work on employment advising and government officials working in relevant sectors. Based on the evaluation of the system of these policies, this dissertation addresses some suggestions to improve the system.Based on the above analysis, the author draw a conclusion that a comprehensive policy system has already been established in Shanghai, which has been playing an important role in promoting the employment of the graduates. The following aspects are the trends of employment policies. Firstly, Household register system will turn to the resident certificate system; secondly, entrepreneurship policy will be the key to promote the demand; thirdly, the way to promote the graduates' employability essentially is supposed to reform education system; fourthly, the cooperation between colleges and enterprise will be the main way to develop the vocational training; fifth, to emphasize the public service of employment is the key point to promote the match of demand and supply.At last, there are some suggestions addressed by the author. Firstly, putting the problem of college graduates' employment into the economy development stratagem of the society; secondly, forming a loose, free and fair employment environment; thirdly, reforming the household register system through a single-track system; fourthly, paying more attention on college student entrepreneurship policy; fifthly, improving the vocational training policy; and lastly, improving the service system of college graduates' employment.
