With the expanded enrollment in the universities since 1999, the contradiction between the employment of the graduates and the social demands appears to be more and more outstanding. The government, as the macro regulator of the employment market, functions to regulate the labor market and meanwhile provide the public services. Consequently, the employment policy, one of the tools for the government to accomplish the employment program and ensure the public interests, plays an important role in promoting the employment of the graduates.Chapter One analyzes the government's duty in promoting the employment of the graduates, and moreover points out the significant role of the employment policies in the process of government's accomplishing such duty. This chapter starts with the discussion of the traditional theory that market failure lays the foundation for the government intervention. Form this, the discussion is furthered about the general duty for the government to overcome the market's intrinsic defects and the special duty for the government to overcome the market's functional defects. Based on this, the government's duty in promoting the employment of the graduates and the relationship between the graduate employment policies and the relevant government duties is further elaborated.Chapter Two builds up the analytical model of the graduate employment policies, and studies the formulation and implementation of these policies. With the assistance of this model, this chapter concludes the policy of promoting graduate employment in our country and its characteristics from the perspective of supply promotion, demand promotion, and supply-demand matching promotion. Based on this, it explores the problems that exist in the process of formulating and implementing the policy of promoting graduate employment in our country, and analyzes the possible reasons for these problems.Chapter Three introduces the relevant policies carried out by some foreign governments, aiming to learn from their treasured experience by summing up the features of their policies to promote the graduate employment. This chapter compares and analyzes such policies that are implemented by the government of America, Britain and Japan, by means of the comparison study and the case study. Based on this, the specific experience and the characteristics of our policies that fit our national conditions are concluded.Chapter Four studies the measures to improve the formulation and implementation of the graduate employment policies in our country. Based on the analysis of the national environment for formulating and implementing the employment policies in our country, and in light of the particular problems that are found in the process of formulating and implementing these policies, this chapter provides the advice in two aspects. One is to strengthen the government's regulating power and establish the sound policy service system, while the other is to implement the policies of all levels and perfect the market service system.
