This chapter starts with the discussion of the traditional theory that market failure lays the foundation for the government intervention. Form this, the discussion is furthered about the general duty for the government to overcome the market's intrinsic defects and the special duty for the government to overcome the market's functional defects. Based on this, the government's duty in promoting the employment of the graduates and the relationship between the graduate employment policies and the relevant government duties is further elaborated.Chapter Two builds up the analytical model of the graduate employment policies, and studies the formulation and implementation of these policies. Based on the analysis of the national environment for formulating and implementing the employment policies in our country, and in light of the particular problems that are found in the process of formulating and implementing these policies, this chapter provides the advice in two aspects. One is to strengthen the government's regulating power and establish the sound policy service system, while the other is to implement the policies of all levels and perfect the market service system.
