The popularization of higher education has made college graduates, who used to be called God's Favorites, lose the advantages they enjoyed in the past. The difficulty of college graduates in finding a job has become a serious problem which has been troubling the Chinese society for quite a few years and has seriously affected the social harmony and stability. College graduates are high-quality new labor resources and also the future and hope of the country. The employment for college graduates not only related to the realization of their own value and people's interests, but also the socio-political stability and the building up of a well-off society overall. This problem has accordingly caught the attention of the policy making departments and the policy research departments concerned.The European Union has been involved in the field of graduate employment policy from mid-90's the 20th century. After the Treaty of Amsterdam has been signed, the EU officially launched the "EU Employment Strategy". Because of the implementation of this Strategy, the EU country's overall unemployment situation eased significantly; there has been a notable improvement in the labor market situation, especially the employment rate on reduction of the gender gap, the rigid structure of the labor market. The employment policy of EU has been changed from inhibition to promotion, from passive to active. This change, not only reflects the emergence of new structural problem of unemployment, but also reflects that the Post-war welfare system and traditional labor and employment policy of Europe, can not maintain intrinsic full employment in industry field and nuclear family situation in society field, can not adapt the objective request of the knowledge economy and economy globalization. This paper, starting with a discussion of the basic features of the employment policies of the European Union countries in the new situation and their different approaches. From the change of the employment policy of EU, to get the conclusion that if the traditional policy blocks the development, the negative policy should be changed to a positive one. The countermeasures EN adopted is on macro economic policy, on adjusting of the structure, also on creating new opportunities. The government and colleges have taken on their own responsibilities, to accelerate the graduate employment together. Generally speaking, although college graduates are still superior to other job applicants in the job market, the job market is far from stable because of the large HR reserves of college graduates. Now many countries, like the European Union countries, have made special employment policies to meet the special needs of college graduates. These policies aim at inspiring more pioneering spirit, and creating more jobs, at encouraging college graduates to choose not very hot occupation, consider hard work, or work in poverty-stricken areas so as to improve their adaptability and flexibility, also at ameliorating employment service system and developing the efficiency of college graduates employment. This paper is through discussing the positive employment measures of three member nations of EU, summing up the experience. China is at the period of economy transfer, marketing economy is to be consummated, and employment policy is also to be adjusted. And china has so many differences on geography, economy, political system and cultural background with EU. This paper is also to analysis the present situation and existing problems in the job market for Chinese college graduates, expounds the revelation of the employment policies of the European Union countries to the employment policies of the Chinese college graduates.That is, the government should combine the education with the development of theeconomy, combine the personnel training with employment, develop Employment lawsand regulations, should improve employment guidance, exert market mechanism, and create more employment opportunities; Colleges, as the supply party for the labor force,should deepen the reform of teaching, develop the quality of the graduates, and enlarge theinvestment on HR developing efficiency, should keep close contact with market, grasp the request and change of market, and determine the training objectives of higher education according to the request of the employment market; The college graduates themselves, should develop their ability continuously. In one word, to promote the college graduates employment, the core is to develop employ ability. The purpose of this paper is to stimulate public discussions on this topic and do some basic work for the research of the employment policies of the Chinese college graduates.
