There is a great contrast in the development of the modern distance education in the colleges and universities in our country. So far, the research on the problems existing in the modern distance education in the colleges and universities is just some experience summary and analysis on the superficial layers of some specific problems. It's typical and feasible and significant in theory and practice to study the modern distance education in H University with a systematic method for guidance. Beginning with the basic theories and the systematic method, this paper designs a model for the modern distance education system. And with this model as a framework, this paper firstly reviews the modern distance education system in H University and then explores its deep-seated problems and the interrelated solutions.After the description construction of the organization and management subsystem, communication and display subsystem and the media resource subsystem, and the analysis of the system from inside (includes subsystems and the relationship among subsystems) and outside (includes the relationship between the system and the modern distance education in other universities, enterprises and government departments), we find out that the modern distance education system in H University has two layers and experienced three steps, i.e. "unitariness—duality—unitariness", in its development. The resources can be shared inside the system but cannot be co-constructed. Though the system imports the outside resources, it lacks connection with those in other colleges and universities, which shows its closed features. Therefore, the problems existing in this system are obvious: first, the two-leveled framework can not fit the trend of running a school with larger and larger scale; secondly, the dual structure has a serious consequence; thirdly, the resource construction is a heavy burden for the school; fourthly, the bandwidth of network resource is limited; fifthly, the service of the imported resources is hard to meet the demands; and sixthly, it is the benefit problem of the study center outside the school.Accordingly, it is essential to integrate and upgrade the current system in order to realize the control of quality and scale, the co-construction and share of resources: firstly, adjusting the existing structure of the system and let it have multi-levels; secondly, enhancing the relationship with the modern distance education in other universities to realize the resource co-construction and share directly and indirectly; Thirdly, constructing multilevel communication and display subsystem based on the multileveled system framework; fourthly, enhancing the cooperation with the well-rounded publishing systems to ensure the physical forms of media resources in place in time.
