A considerable size of modern distance education has formed in China since the Ministry of Education approved Tsinghua University, Beijing University of Posts and Telecommunications, Zhejiang University and Hunan University to carry out the experiment of DE in September of 1998. The new type of educational system has played an important part in building life-long educational system and popularizing higher education in China.In the course of experimenting modern distance education, China has formed a diploma distance education mode represented by net-institutes of common universities and colleges and an open education mode represented by the Central Radio and TV University. The aim of this paper is to compare the current situations of both the two modes so as to put forward some measures and suggestions to the existing problems available in the later.In order to make a striking comparison, the research is done with a method of dealing with all the problems from the perspective of structure and relationship;besides, the resemblances and the differences of the two DE modes are investigated by a combination of macro and micro research.The more concrete research involves that of bibliography and f ieldwork. Bibliographic research includes contents analysis and statistics analysis and the objects analyzed cover the state statistic data, timely online statistic data from different university or college websites and studying platforms.This paper is approximately made up of six chapters. Chapter â…  and Chapter â…¡ are the base of the article which introduces the choice of the research, the theme and the frame, the method, and the references;Chapter â…¢ introduces the history of the open education of radio and TV university the distance education of common universities and colleges. The discussion begins with this chapter. Chapter â…£, â…¤ and â…¥ form the body of the article, in which the resemblances and differences of the two distance educationmodes are investigated by analysis and comparison, the position of radio and TV universities in an information society is discussed;Besides, advice and possible solutions to the problems available in distance education of radio and TV universities are proposed. Chapter W is the conclusion of the paper.The significance of the research lies in the constructive advice and measures drawn out of the comparison between the open education mode of radio and TV universities and the distance education mode of common universities and colleges to solve the problems in the open education mode;hence to provide useful support to the administrative management departments for making decisions.The initiative of the research lies in the fact that the comparison between the open education mode and the distance education mode is not only a trial but also an exploration about the problems and the solutions to the problems which may appear in the development of the open education mode.
