| At present, the sustainable development of competitive sports is the major issue that China's sports industry is faced with. As the basic link of sports training system, part-time training has played an irreplaceable role in China' s brilliant achievements in athletics . In the future, it will still have a decisive impact on the sustainable development of competitive sports. Hebei Province has had great achievements in both men' s basketball and women' s basketball in history, but with the professional development of basketball, its level declines quickly and even failed in the 10th National Games. The reasons are diverse, of which the most important is the landslide of training work. So research on the basketball project training of municipal part-time sports training school is of importance for the promotion and popularity of basketball in Hebei Province. In this paper, present condition of 11 part-time sports training schools covering Handan City, Xingtai City, Shijiazhuang City, Hengshui City, Baoding City, Cangzhou City, Langfang City, Tangshan City, Qinhuangdao City, Chengde City, Zhangjiakou City are chosen as subjects for this study. Through literature method, expert interviews, questionnaires, logic analysis, mathematical statistics this paper made comprehensive surveyand analysis and reached the following conclusions:1 The management conception needs to be updated and work style needs to be innovated. The scientific level of management is not high, the quality of management staff needs to be improved, the relevant policy of decision-making institutions is imperfect and the phenomenon of incomplete implementation still exists.2 Influenced by the conception of "gold medals", basketball project does not occupy important position in the local project layouts except in Tangshan City, Shijiazhuang City and Handan City. Training conditions are imperfect, training time is guaranteed, competition content is unitary, competition has not pertinence. Short-term behaviors of quick success exist in training course because of the orientation of some unfavorable factors in race system.3 The state of coaches can basically meet the needs of basketball training, who are mostly from the sports academies and have engaged in professional training. Also the age structure is reasonable, but the level of scientific training is not high and the structure system in knowledge and ability needs to be improved.4 Inadequate funding is the main factor of constraining the basketball training work, for which blocks the sustainable development of basketball training because the demands of grounds maintenance, perfect facilities, teaming up for competition, rewards, research, training materials and of other day-to-day work can' t be met. With the reform of market economy and the professional development of basketball, schools ' revenue -generating conception changes. Though they have certain operating measures, the measures are single and the efficiency is low, the source of funds mainly relies on financial allocations, the socialization degree of basketball is not high.5 The training of basketball reserve personnel is lack of long-term planning and the scientific level of materials selection is not high. Selection mainly depends on experience and can' t be integrated into scientific research. Most schools are not equipped with personnel of scientific research, research equipment is inadequate and the utilization rate is low. The number of students being trained remains relatively stable, but their levels are uneven and the quality is not quite good.6 The cultural levels of athletes are worrying and the contradiction between education and training is more and more serious, which is much more prominent in today's knowledge society. This has blocked the implementation of basketball training. The reform of educational system for athletes needs to be deepened.7 The athletes' way out is narrow and the facilities are in backward conditions which show the overall status of basketball training is not satisfactory. The relevant institutions have realized this problem and get down to taking appropriate measures to improve this situation. |
