School’s Management Strategy Of China’s Public School Teachers’ Part-time Job

Ii is very popular that the teachers’doing part-time job in public primary and secondary schools. Some of the teachers’doing part-time job has had a negative impact to teachers’professional image, or infringed upon the student’s legal right to education, taken up the energy and influenced teachers’ health and professional development, and the behavior does not accord with elementary education reforming and needs of development. During comparing the part-time management measures in China, I found that based on the primary and secondary school teachers’professional ethics, education administrative departments and schools have made a ban on teachers’part-time job, but the measures are not perfect, and part of the ban does not work in some areas. The solution of the teachers’doing part-time job problem in public primary and secondary schools, need the efforts of the education administrative department, the school and teachers. School managers are the implementation of the teachers’management, they play an important role in the handling of the problem of teachers’doing part-time job, so how to perfect the public schools’management measures of teachers in primary and secondary schools, is the main purpose of the paper.Through surveys to teachers in4public schools in Qianjiang of Chongqing, and interview to school managers and social people, we get the form, influence of current teachers’part-time jobs and social attitude. And on the basis of literature searching, we divide teacher’s part-time behavior into four types:paid tutor, doing part-time job in private schools, doing part-time job related to education and doing part-time job unrelated to education. I propose the precept that using the MBO theory to solve public primary and secondary school teachers’part-time behavior. First, the education administrative department work out the part-time jobs’management laws or regulations, regulate the private schools and private training institutions, improve the treatment of teachers, thus providing premise condition for public schools’implementing target management to primary and secondary school teachers. School managers execute Management by Objectives to teachers, and take various strategies to reach the school’s objects that the teachers can do self-control of doing part-time job.The paper puts forward public school’s target management strategy to the school teachers’ doing part-time job.First, let the teachers’evaluation to be the core. Design the teachers’MBO evaluation protocols scientifically, and increase the part-time evaluation indexes into the protocols.Secondly, restrain teachers’doing part-time job with school part-time management system. The paper puts forward the initial assumption of part-time management system.Thirdly, create good environment for part-time management. Meet teachers’basic needs and exert the promote role of teachers’culture construction to teachers’part-time management.Fourthly, optimize the rewards and punishments measures to teachers’part-time job. The paper put forward three kinds of rewards and punishments measures to ensure the effective implementation of the part-time management measures.The research is useful to change the disordered state of current part-time management, provide the reference for the effective management of the teachers’doing part-time in primary and secondary schools, optimize the education administrative department and public schools’management measures to teachers’doing part-time jobs. The research has realistic significance of promoting the teachers’team’s healthy and stable development.
