The new undergraduate colleges of Hunan are those which locate in Hunan's regional central cities, aim at cultivating high-level application persons and serve for Hunan's regional economy and society. These colleges originate from single technological academy or combined academies and are administrated by both the provincial and municipal governments, or mainly by either the provincial government or the municipal government.The new undergraduate colleges of Hunan are weak in teacher resource construction. Focused on this problem, the thesis analyses the teacher resource actuality in these colleges and the causation of the existent problems on the inertia of academy pattern, training direction, subject construction and management system. There exist the phenomena of weak teacher resource, unbalanced teacher resource structure, behind hand teacher culture and inappropriate management of teacher resource, which are taken apart in this thesis. As one effective measure, a technical structure model is used for reference. This model is made up of subject, the principal element, condition, the basic element, management, the general element, and culture, the relevant element. The new undergraduate colleges of Hunan should concentrate on subject teacher resource building up, enhance the teacher resource conditions on quantity, structure, policy and system, and improve teacher resource management, teacher's culture and teacher's manner. By the combination of theoretical study and demonstration analysis, the thesis introduces a viewpoint of dynamic construction, probes into the approach of substaintial enhancement to a college's level with the teacher resource in these new colleges and then puts forward material measures for improvement and perfection.
