The Substantial Investigation And Strategy Research For The Development Of Scientific And Technological Talents Resource In Guizhou

Talent competition is the final result of heat development of science and technology along with economic globalization in modern society. Talent, especially scientific talent, has been the focus of various competitions among nations and areas on which a nation or area is successful or not depends more and more. Hence, there appears a consensus of viewpoint as "Talent is the first resource " and "Science and Technological talent is the key resource ".Located in the west of China, Guizhou province is very weak in talent resource, which results in Guizhou's lower step in total development. The present condition of Guizhou's talent is far away from strategy of opening of the west. Therefore, attracting and making good use of talent become the key task in the process of building an overall healthy society and accelerating the step of social modernization. In view of that, Guizhou should speed up development of education, open up scientific talent and then pave the way for its social and economic development.This paper, based on Guizhou's provincial situation, attempts to explore the effective strategies for Guizhou's development of scientific talent resource, by the help of analyzing and investigating history document in large quantities. It also inquires into the problems and their reasons during the course of development, analyzing present condition of Guizhou's scientific talent resource.
