The Research On British Sure Start

From 1998 the British government invested in Sure Start which is based on the community. To create better life for children and their parents, to improve the pre-school education quality ,Sure Start offers the children and their families the following services: healthcare,free pre-school education,childcare and family sustainment. Districts manage Sure Start according to the nation's policies; every district has its special Sure Start. The executant of every district Sure Start is called Programme Corporation that comes from public bidding. Sure Start implements item management which means when Sure Start is put into practice; it will be researched and then reformed.In 2004, according to the evaluation result and the feedback of the republic, the British government brought forward the new Sure Start named Choices For Parents, the Best Start for Children—a ten-year strategy for children which is named "Best Start" for short." Best Start" pays much more attention to offer the best pre-school education to the British children, which will give the British children the best start in the world, and give the parents more help to balance the relation between the work and the family.At first, this thesis defines the concepts about Sure Start, then divides Sure Start into two parts, analysises the background and theories of Sure Start ,introduces the details and effects of Sure Start,explains the features of Sure Start ,at last, offers the apocalypses to the pre-school education of China.
