Those schools in the 21st century come face to face with more challenges and responsibilities of the new time. And the teachers, as the representatives of the intelligent and spiritual resources of schools, should take on much more obligations and make a better function in their working roles. As a result, Teacher Leadership comes up as a new way to improve both the teachers' and the schools' developments. Theoretically based on Distributed Leadership, it is a leading mode to improve the whole school through distributing leading opportunities to all the teachers, by distributing authorities, collaboration and teachers' professional development. Teacher leadership is devided into two dimensions: formal and informal. The teachers serve as the different roles, burden different duties and lead different activities under different situations. Teacher Leadership makes a contribution to the theoretical research as well as the practical activities. It leads to the schools' progress by the teachers' and the students' progress, makes the best the teacher efficiency, student efficiency and the school efficiency, in order to realize the schools' improvement. Undoubtedly, as a new leading way, there exist many problems and obstacles in the practice of the Teacher Leadership. With the understanding of those difficulties, this leadership can be reached by efforts from teachers self-generating and schools supporting strategies. In addition, the support of the governments' decisions and the exports' researches are important influences.
