The Communist Party of China put forward the Socialist Rural Reconstruction on the Fifth Plenary Session of the Sixteenth Central Committee of the CPC. The writer from the angle of education and technology to think what problem should be met, and how to solve this problem. Why the writer from this angle? Because the writer believe the Socialist Rural Reconstruction is a great century project, but, it is lower starting point. There is many people without knowledge in our countryside, so it is very important to improve the quality of population structure, however, in this area education is very useful, and technology is a fruit of education. The aim of this article is to prove that education and technology is the base of Socialist Rural Reconstruction.This article has seven parts. First part is the studies of development of Socialist Rural Reconstruction research, and the significance of choice the subject. The second part is the status and function of education and technology on the process of Socialist Rural Reconstruction. The third part is the necessity of education to farmers. The forth part is the promoting effects to the agricultural production of education and technology. The fifth part is the promoting effects to the spiritual civilization of education and technology. The sixth part is about interaction between democracy, education and technology. The seventh part introduces some experiences of Rural Reconstruction abroad.This paper's key point parts is the second part, the forth part, and the fifth.
