The Three issues about Agriculture, Rural areas and Peasantry have been re-emphasized in No. One Official Document, the Opinions on Promoting the Steady Development of Agriculture and farmers' Continued Increasing Income Addressed by the CPC Central Committee and State Council. It is of great significance to address the issues, promote rural economic and social development, and speed up China's socialist agricultural modernization. Building a new socialist countryside as the major policy of the CPC Central Committee is a systematic project, involving the balancing of urban and rural economic development. The core of the three issues is of the peasantry while the peasants are the main participant in building new countryside. The building of the new rural areas is in need of high-quality skilled personnel on agriculture, who are to be trained through education. Therefore, vocational education in agriculture is the vital way to develop agricultural scientific and technological staff. Vocational education in agriculture should play a basic, guiding and the overall role, in the whole process of building new rural areas should play a basic, guiding role and the overall situation. At the same time, the question on how to serve a new socialist countryside is an important project of vocational education reform at this stage.From historic, theoretic and realistic aspects, this comparative study is undertaken to fully evaluate the role vocational education of Jiangsu Province in agriculture has played in the development of new agriculture, the culturing of new farmers, and the building of a new countryside, on the basis of the analyzing of the differences in vocational education in agriculture among southern Jiangsu, northern Jiangsu and centre Jiangsu. To promote healthy and harmonious development of vocational education in agriculture, first of all, the strengthened role of government should be the right one, including from increasing the publicity in the development of vocational education in agriculture, speeding up the construction of the external environment of the agricultural vocational education, to establishing the safeguards of the agricultural education system, and introducing foreign advanced educational experience. Moreover, the comprehensive reform of the school should be promoted to enhance the quality of education, which includes from optimizing professional courses for training local specialists, improving the quality of teachers, building a double division type of teachers, improving the practice of teaching conditions, and optimizing the combination of educational resources, improving the practice of teaching conditions, and optimizing the combination of educational resources, strengthening vocational values, to improving the overall quality of students and exploring appropriate school system, personnel training model.
