The country is carrying out the regional layout in Jingjinji (Jingjinji is the era including Beijing, Tianjin and Hebei) region in November in 2005, including the talent layout. This paper is putted forward in such background that the process of the integration of talents development and the talent layout is put on the country strategy agenda. Jingjinji region is the basis of gathering talent resources. The ability of talent cultivating, scale and quality hit the top position in the whole country, but the structure and quality of talent resources isn't suitable for the adjusting of the structure of industry. The high level talent resources are lack, and the environments that attract the talents are not very good. All of these must threat the economic development of Jingjinji region. So we must make the correct talent strategy under such circumstance.At first, this paper analyzes the current situation about the talent resource in Jingjinji region, adopting the analysis of both quality and quantity. Through collecting and arranging literature and data of the talent resources in Jingjinji region, the paper systematically concludes the existent problems of current talent resources. Then, aiming at the current situation of talent resources development, starting from the strengthen of developing capacities of human talents, explore the pattern of enhancing the overall quality of regional talent resources and developing the talent resource completely and deeply. At last, after comparing and analyzing of the talent strategy research in Yangtze River Delta and Pearl River Delta, raising some of the policy suggestions to the development and disposition of talent resources in order to promoting and keeping the sustainable economic development in Jingjinji region.This paper analyzes the current situation of the talent resource in Jingjinji region, and puts forwards several conceptions and measures for the talent development strategy. All of these must be benefited by the talent layout in Jingjinji region in the future.
