In the era of knowledge economy in twenty-first Century,China has paid more and more attention to the cultivation and construction of high-level talents.The government has taken a series of measures to improve the stock and quality of human capital in our country.China has paid more and more attention to the cultivation and construction of high-level talents.The government has taken a series of measures to improve the stock and quality of human capital in our country.The northeast area economy started earlier,and served as a pioneer area for the development of new China,which strongly supported the national economic development.After the founding of new China,the Northeast became the base of heavy industry development,and occupied 98% of China’s construction projects,making the Northeast China made great contribution to the economic development.Since 2003,China has begun to carry out the strategy of revitalizing the old industrial base in Northeast China,and the northeast economy has made great economic achievements,but it also faces new challenges.In recent years,the northeast economy has slipped and the regional economic development is unevenly expanded.Human capital is a favorable factor to resolve the unbalanced economic development of the region.First,it can promote the economic development of Northeast China,so the analysis of the stock,structure and current situation of human capital in Northeast China will play a key role in accelerating the construction of northeast economy.This paper first discusses the related concepts,influencing factors and measurement methods of human capital,analyses and arranges the research results of relevant scholars on the impact of human capital on economic development,and lays a foundation for the analysis of the latter.Secondly,the present human capital and economic development in the northeast and the East and the North are present.In this paper,the human capital is divided into three grades of primary,middle and higher levels.In the short term,the intermediate human capital has a great contribution to the development of the economy.However,in the long run,the advanced human capital and economic development are more coordinated and have potential value.The structure of human capital stock in Northeast China is analyzed and compared,and the enlightenment is obtained.Then,in the empirical analysis,the grey relational model,the coupling model are used to carry out the correlation analysis and the Cobb Douglas endogenous economic development model is used as the basis of theempirical research.The difference between Jilin Province,Liaoning province and Heilongjiang province is analyzed,as well as the difference level with the whole country.Finally,according to the content of the article,this paper summarizes the problems of human capital in Northeast China: the author believes that,in the process of economic development,human capital is an important support for the development of the economy,whether it is internal or external.Compared with the developed countries,the development space of human capital in China is still large,and the development between regions is uneven.The government helps improve human capital through macro policy implementation.We should increase the stock of human capital,improve the quality of human capital,improve the labor market and promote the flow of labor,and finally realize the improvement of human capital in the northeast and promote the development of regional economy.
