| Recent years have witnessed a growing diversity of the service demands of community residents in Guangzhou, but there is a contradiction between the needs for diverse public service by community residents and the single way in which the government provides it, government failure in community public service is unable to meet the diverse needs of the local residents, which provides necessary preconditions for the public service supplied by other organizations outside the government. Urban Community-based NGOs are characterized by their dispersion, grass-roots level, flexibility and other features, which make them practically possible as a supplier to provide community public service. Compared with the government, NGOs have their own unique organizational and functional advantages, which can effectively make up for the problems of government failure in the provision of community public services. Useing the quantitative and qualitative analysis of the empirical method, by a large number of field surveys, research interviews and data collection, this paper empirically investigate the service demands of Guangzhou residents. From the perspective of public service demand in community, it discusses the necessity of the development NGOs and examines the prospect of NGOs in community which is committed to meeting public service demand and the feasibility of community building model based on the mutual cooperation between government and NGOs. Then, it suggests that the provision of public services from Urban Community-based NGOs must adhere to the residents' demands for the services-oriented supply. By upholding their autonomy, Urban Community-based NGOs surpass the Community's Neighborhood Committee on the lower level of dependence and subordination. To play grass-roots, decentralized and flexible organizational and functional advantages, Urban Community-based NGOs must form a new type of cooperative relationship with government in accordance with their respective resources and actual situation of the resident demands. |
