National Medium and Long-term Educational Reform and Development Program (2010-2020) has pointed out that we should regard the transformation of government functions and decentralization as a focal point, deepen the reform of educational management system and improve the service level of public education in order to promote the separation of management, establishment, assessment and to form management of the education system in which right and responsibility are clear, politics separates, overall plans coordinate and everything is standard and orderly. Meanwhile, International Education Development and China’s economic, political, and education system reform require accelerating the construction process of higher educational evaluation intermediary organization. Whereas, at present, it is still weak in the theory research and the practice exploration of educational evaluation intermediary organization in China which is difficult to meet the demands of reality. Under this circumstance, promoting the development of educational evaluation intermediary organization and inspiring social intermediary organizations to assess the level and the quality of higher school discipline, curriculum and profession are the important content of promoting the development of China’s higher education.This is a paper reseaching on the development of educational evaluation intermediary organization which consists of five parts. In the first chapter which is the introduction, I described the research goal and the research significance, reviewed the domestic and foreign literature, pointed out the main contents and research methods and put forward the points of innovation. The second chapter is related to the concepts of higher educational evaluation intermediary organization and theoretical bases. The third chapter analyzed the current situation of China’s higher educational evaluation intermediary organization’s development and question and then analyzed carefully the causes of these problems. Taking governance and public management theory as the foundation, regarding the separation of management, establishment and evaluation as a breakthrough point, I put forward the countermeasure of our country higher education assessment intermediary organization’s development in the most important fourth part. The fifth chapter is the conclusion, in which I summarizes the research contents of this paper.In this paper, on the basis of relevant research at home and abroad, using reference method and case study method, based on the governance and public management theory as the foundation, regarding the separation of management, establishment and evaluation as a breakthrough point, I with novelty did my utter most to construct the frame of Chinese intermediary higher education evaluation organization so as to improve our higher education evaluation intermediary organization construction.
