American higher education assessment intermediary is one of the distinctive and effective means to guarantee American higher education quality. It has been playing a very important role in assuring the containable, healthy and fast development of American higher education. Promoting the quality of higher education by assessment from intermediary has proved a regular measure in the practice of higher education, as well as a common approach on the development of higher education and its quality in nations of the world. People are more worrying about higher education qualities when China fastens popularization of higher education. How to build up a new harmonious relationship that suits the nation's conditions, represents support among government– society-colleges has been urgent. One of the most important measures to solve this problem is to establish higher education assess intermediary that suits China's conditions. American higher education assess intermediary has well-considered mechanism on evaluation. It could provide us with experiences and lessons in establishing a perfect, effective and internationalized higher education quality assurance system. For the reason, this paper focuses on American higher education assessment intermediary. Firstly, it pictures historical development and present state of assessment intermediary. Secondly, it explores characteristics and problems of American higher education assessment intermediary. Finally, it gives several reasonable advice on building up higher education assessment intermediary in China.This dissertation mainly discusses five sections as following:Section I is the preface. The author fist presents the origin, methodology, purpose, and the significance of the study. The author then proposes some key conceptions concerned with this article, and the frame of the thesis after interviewing the related research done by American and Chinese scholars.Section II is theoretical study. The author analyzes the basis of existing, impetus of development and functions of American higher education assessment intermediary. Section III is the origin of American higher education assessment intermediary, including its initial stage, development stage, and mature stage.Section IV is current issues study. Firstly, It carries on aims, values, criterions, processes, and relationships between assessment intermediary and colleges. Then, it illustrates problems, challenges, and responses of the assessment intermediary.Section V is reference and inspiration. The author compares similarities and differences between American and Chinese assessment intermediary, and analyzes why they are different from the perspective of politics, economics, and culture on the basis of analyzing background, mechanism change, existing problems of assessment intermediary. At last, the author gives her own advice on how to building up Chinese higher education assessment intermediary: (1)to make the assessment intermediary dependently;(2)to make the assessment process specialized;(3)to make the supervision systematically;(4)to make the assessment organizations rich;(5)to make the social relationship harmonious.
