New Era, the institutions of higher learning have stepped into a higher stage for the raise of talented students with all-around development, which is really the core of current higher education. Currently, almost everyone is facing the transformation of the lifestyle and the concept of life and experiencing the changes of interpersonal relations and personal value Orientation on the condition of the socialist market economy. In this case, the counselors, as an important part of teachers'group and the first-line teachers for students'Ideological and political education, have been given a higher demand for self-qualification to help students improve their comprehension of some social phenomenon, have correct Self-appraisal and set a healthy self-image. On the basis of thorough ponder and investigation, this paper analyzes the university students'demand of the instructors for their help in politics, study, life and so on .it also discovers the reason why the instructors and students can't fit together and seeks efficient path which can enhance the quality of university instructors. In this paper, the innovation lies in the fact that; It takes the contemporary university students'demand as the breakthrough point, and combines the instructors'quality with what the students demand, which makes the improvement of instructors'quality serve as the fundamental to serve the students better.This test is divided into four parts on the structure:The first part further elaborates instructor's role localization from the role concept, comprehensively investigates and analyzes the university students'thought ,study, conduct and life characteristic, and summarizes the correct way to grasp the instructor role . In our country, university instructor belongs to the moral education teacher, which affirms instructor's teacher status. In our country history,"the teacher"had the sayings of"knowledge teacher"and"moral teacher", and this article refers to the latter . As the university teacher troop's important component, the instructor plays a very important role in the university student's healthy development. How should the instructor grasp his own role localization? To complete this point, the comprehensive analysis and the research on university students'own characteristics must be carried on to grasp the basis and find the correct way.The second part, on the basis of a clear "quality" content, elaborates quality education and the importance of the main role to implement quality education - teachers. New Era, colleges and universities have entered the stage of enhancing quality education , training the talent with high quality and innovative spirit, which is the main content of today's higher education . And the contemporary college students in terms of ideology and action has the characteristics of the new era: active thinking, lack of experience, lack of experience, immature in thinking and dealing with problems, week capacity of self-control and self-management, and so on. This sets a higher request for instructor's own quality. This paper, with both the work of counselors and the characteristics of college students, summarizes the quality requirements for the New Era College instructor, namely: the ideological and political quality, professional and moral quality, intellectual quality, and psychological quality. only with high qualities, students can counselors take up the responsibility to guide the healthy growth and development of students.The third part, through understanding and investigating school record level, research ability, knowledge structure, professional ability of university instructor, has carried on quite comprehensive and accurate understanding and the estimate to the current university instructor quality present situation from the rationality, thus obtains that the instructor quality is generally good, but also with some problems, for example, the school record somewhat low, research ability not strong, the knowledge structure unreasonable, thought unstable and so on. These problems show that certain disparity exists between the current situation of university instructor's quality and instructor quality request, and the instructors are not very competent. In view of this present situation, this article has made further analysis. Only discovering the reason why instructor quality is not high, can this problem be solved.The fourth part, the paper foothold, considers the reason why the present instructor quality does not adapt to the instructor quality request, characteristics of universities and instructors, then puts forward the proposals and countermeasures on how to raise university instructor quality. This opens the new way for the university instructor quality's enhancement, thus lays certain foundation for the university instructor troop construction.
