This paper makes an issue of students studying abroad and the development of scientific values in Republic of China, keeps the students studying abroad who are the main parts of science culture in Republic of China as the main line. Longitudinal from the perspective of the value of science, and lateral to around the May Fourth New Culture Movement and from 1920s to 1930s exploration of Chinese scientific localization and the campaign of social scientification for the subjects. Based on the analysis of the groups of students studying abroad, this paper reflects the thoughts of science and culture of the students studying abroad and the value of science during the development of China Modern Science.Firstly, from the perspective of the concept of social history, we discuss students studying abroad made a multi-dimensional perspective of science during the May Fourth period, thus the scientific spirit has been expounded and propagated and the scientific method has been paid more attention. Students studying abroad mainly formed two typical scientific values: scientific values of the Enlightenment and the values of scientism during May Fourth period.Secondly, according to the research from the perspective of the cultural study, we conclude with the western science as a different culture which was introduced to China, the social and cultural changes, as well as the basic attitude to foreign cultures of Chinese elite ranking of students studying abroad. They experienced changes of scientific values from knowledge configuration, system configuration to culture configuration in the process of scientific localization. Students studying abroad made outstanding contributions in this process: launched scientific national language campaign, led scientific translation movement and promoted localization of scientific books; established the concept of value of scientific education system, scientific community organization and scientific research institutions.Thirdly, according to the research from the historyof of science thought angel, the students studying abroad also has shown the values of science which they put emphasis on the development of applied science and industry scientification during the socialization of science.Finally, we sum up and come to the following conclusion: the group of students studying abroad promoted the development of science and culture of Republic of China, reflecting a kind of scientific value system with Chinese characteristics. As well as, the double culture of students studying abroad determined these features. In Modern China, with realizing the social functioning and value of the western science, there had been a surging studying abroad movement in order to introduce science to save the nation. It was these returned students in modern times that took on the mission of China's modern scientific systems, and introduced the modern Western science and transplanted to China. It can be said that the development history of China's modern science is a struggle history of the returned students.At present China's scientific and cultural development of students paying greater attention to the unique role to play, it is necessary to adopt a positive attitude from the Republic of the benefits of scientific values, but also in the light of China's actual conditions on the basis of modern Western countries absorb the essence and connotation of science and culture, as in the implementation of "rejuvenating the country through science" strategy to provide a rational objective scientific value system.In this paper, using the macro and microanalysis of research by combining and integrating logic and historical comparison, the collective biography research, research methods.
