Research On The Present Supply And Demand Condition And Countermeasures Of The Rural Mass Sports In Hubei Province

Hubei province is a large agricultural province and most of the population live in the rural areas. So how the rural mass sports develop not only affects the physical education of the whole province but also affects the improvement on the popularity quality and the economics. But some related dates indicate that nowadays the population who does exercise in the rural areas all the year around is only 7%, so we should speed up developing the rural mass sports.By basing on the theory of the public economics and public management, using the method of questionnaire and document, this paper investigates and analyses the development condition and the present supply and demand condition of the rural mass sports in Hubei province. The investigative results show that nowadays the development condition is backward;the effective supply is very weak including the supply of government and enterprises,public institutions,the sports organizations along with the sports fields and facilities;the effective demand is also in deficiency, though the villagers'desire on sports is relatively strong and multivariate as well as the motivation for sports is correct, there are some misunderstandings of their consciousness and their ability on consumption is restricted by income and supply, etc.Combining with the factors that restrict the rural mass sports in Hubei province,the author proposes the countermeasures from the aspects of supply and demand respectively. Above all, we should strength the effective supply in order to improve the villagers'ability on sports consumption. Including: Firstly, the government should play its leading role:(1) transforming the government's value in the rural mass sports and pay more attention to it. (2)developing the rural economy and increasing the villagers'income. (3) offering the effective public products including the sports fields and facilities along with the sports technology training and sports regulations, etc. Secondly, we should make full use of the powers of social autonomy to form the pattern of social forces carrying out the rural mass sports. Thirdly, we should cultivate the market of the rural mass sports and give full play to its fundamental role in allocating the sports resources. In the next place, the villagers'consciousness of sports should be improved including consciousness of physical exercises and sports consumption. Then we can create the effective demand and realize the balance between supply and demand finally by basing on the ability and the consciousness.
