With the popularization of higher education era and the advent of large-scale Expansion University for several years, the quality of higher education started by the extensive attention. The qualities of higher education level depend on the quality of teachers to a certain extent. As a result, improve the quality of teachers is the key factor to enhance the competitiveness of colleges and universities. Breakthrough in the old mode of management and the implementation of performance management for teachers is an important way to improve the quality of teachers.According to the analysis of performance management in some universities and the research of the performance management system, the following works are accomplished in this article:1. The current problem in the performance management of our country's universities is studied in-depth. The main problems are as the following: lack of solid theoretical foundation, less scientific evaluation index and unreasonable steering, the results of performance evaluation did not improve the promotion of performance. The results-oriented performance evaluation did not improve the promotion of performance, while it has obvious negative impact. The fundamental reason is that a scientific and reasonable performance management system have not established yet.2. A reasonable university teacher performance management system is established. On the evaluation of the current university teachers'performance, a modern performance management theory is adopted and the example the University of CQGS is taken. On the base of above, a perfect performance management system of University Teachers is established, and at the same time a set of indicators of performance appraisal of University Teachers are designed and the weight of all indicators are determined.3. The policies recommendations are proposed for administers of universities for a better job of University College Teachers performance management. Include the following: universities should establish performance assessment system according to their own characteristics, build up the"People-Oriented"management concept and establish humane management system, develop a diversification incentive system and improve the incentive mechanism and so on.
