Establish a"People-oriented"idea,and from the community all the fundamental interests of the people,and building a socialist harmonious society is the theme of our times . The achievement of comprehensive human development and build a harmonious society will inevitably calls for the promotion of social equity, education fair is fair society in the field of education extension, promoting education fair to the achievement of comprehensive human development is of great significance.From the educated point of view, Education fair,including the equal right to education and equal educational opportunities for the two basic aspects of education means equal rights for everyone will have equal right to education,the right has been included in China's constitution and education law,protected by law.Therefore, now we should be more concerned about equality of educational opportunities,educational opportunities including education fair starting point (access) of the fair,equitable education process,the results of the education fair.Because at this stage in China's national conditions and the pursuit of fair access is particularly necessary.Therefore, the paper focused on the present stage of China's higher education access equity issues were discussed.As students of urban and rural differences,regional differences,class differences for various reasons,resulting in higher education access are unfair.China's higher education is not fair access to different social strata,different groups,different regions of the relevant age group to receive higher education opportunities for serious unfair social system of higher education is an important subsystem,higher education will be a direct result of unfair social unfair.This is obviously the "people-oriented" building a socialist harmonious society , the achievement of comprehensive human development does not conform to the theme of the times.Based on this,the paper from the perspective of the overall development of China's higher education access fair question.This paper points five chapters,the first chapter of primers.Chapter II is a comprehensive understanding of the connotation of development,particularly in the new interpretation of the background of the times,the people have been given the all-round development of the new scientific connotation. Chapter III is the promotion of equitable access to higher education for the comprehensive development of significance.Chapter IV of China's higher education is mainly fair access the history and status of inspection.Chapter V is mainly people from the perspective of the overall development of higher education in promoting equitable access to some countermeasures.
