Human comprehensive development is one of the basic principles of the Marxism, and also is theory foundation of China’s education policy. Education equity is the foundation of social justice, the extension and reflection of social justice in the field of education, it’s the important content of constructing socialist harmonious society. Higher education is an important part of our country’s education, higher education equity is the extension of education equity in the field of higher education, fair opportunity for higher education enrollment, fair process of higher education and fair result of higher education are included. Higher education equity is highlighted in the fair opportunity for higher education enrollment, especially in the fairness of enrollment opportunity.This article from the perspective of the theory of human comprehensive development to study opportunity for higher education enrollment issues in our country. Divided into four parts, the first part is the introduction, mainly introduces the purpose and significance of the topic, thinking and methods, and the research of domestic and foreign scholars related to this paper; the second part the human comprehensive development and the fairness of opportunity for higher education enrollment are mainly studied, firstly discusses the formation and development, and scientific connotation of the theory, points out that human comprehensive development is that people in a comprehensive way to occupy their own, that is to say, the person as a whole person, enhance and develop their own from all aspects, advance with the times. Secondly, the close relationship between opportunity for higher education enrollment and comprehensive human development is studied, the human comprehensive development is the realistic starting point and fundamental goal of fair opportunity for higher education enrollment, and fair opportunity for higher education enrollment is the inevitable requirement, important conditions and realistic way to achieve human comprehensive development is highlighted; The third part fair opportunity for higher education enrollment in our country is concretely analyzed, it is also one of the core part of the article, unfair opportunity for higher education enrollment is mainly performanced on differences between urban and rural areas, between regions, genders and classes. Unbalanced development between urban and rural area, and between regions is a direct result of unfair opportunity for higher education enrollment, and reasons are deeply analyzed, including the historical reasons and institutional factors. Then the evaluation standard of education fairness is summed up for reference; The fourth part is also key content of this paper, in this part views of the author based on summing up the research results at home and abroad are put forward, and foreign educational philosophy is take to the practice of our country, and some countermeasures for promoting fairness of opportunity for higher education enrollment in our country from the system level are put forward.At the present stage, to ensure the fairness of higher education, the primary mission and the realistic choice is to promote fair opportunity for higher education enrollment, fairness of higher education starting point is vigorously promoted. Each of issues and factors of fair opportunity for higher education enrollment under the background of harmonious society is analyzed, and underlying causes that lead to differences between opportunities for higher education enrollment are identified, then relevant countermeasures are put forward, in order to provide thinking to resolve unfair opportunity for higher education enrollment issues.
