With the healthy, stable and sustained development of China’s economy and society, equal access to education has become an important indicator for measuring the development level of education and an essential content of building a socialist harmonious society. People are paying more and more attention to equal access to education, the Party and the government also attach great important to it, making educational equality particularly important in the reform and development of education in China. In recent years, Gansu Province has made remarkable progress in economic and social development, as well as in basic education. While affirming our achievements, we must be keenly aware that, like other provinces, autonomous regions and municipalities, Gansu is also facing the problem of uneven development in basic education. Therefore, it is of great significance both theoretically and practically to realize balanced development of basic education, which is also an objective requirement of building Gansu into a strong province of education.Based on the summary and analysis of the status quo and existing problems of balanced development of basic education in Gansu, this paper tries to put forward countermeasures and suggestions on promoting balanced development of basic education and provide effective theoretical reference for Gansu to better achieve the target of equal access to education. During the course of research, the author adopted the literature study, questionnaire survey, interview and other methods. The paper is divided into five parts:the first part focuses on the background, purpose and significance of the research; the second part defines key concepts and conducts a basic analysis of related issues regarding balanced development of basic education; the third part elaborates the development of basic education in urban and rural areas of Gansu Province, in particular, it summarizes useful experiences and practices in adjusting the overall arrangement of schools and promoting balanced development of basic education in Jinta County of Jiuquan City, Xifeng District of Qingyang City and Kangle County of Linxia Hui Autonomous Prefecture; the fourth part analyzes and evaluates balanced development of basic education in urban and rural Gansu, points out some problems in centralization, degree of equality, financial support and school-running systems in compulsory education and makes an analysis of causes of these problems; the fifth part puts forward countermeasures and suggestions on the above-mentioned problems and explores policy measure suitable for actual conditions of Gansu Province.
