Study On The Guarantee Mechanism Of Teachers' Rights In Civilian-run Colleges And Universities

Whether teacher's rights in civilian-run colleges and universities can be effectively safeguarded becomes one of important factors that influence construction of teacher troops in civilian-run colleges and universities. Based on the basic analyzing theories of positive theory, value theory and normative theory, and analyses the problems of guarantee mechanism of teachers'rights in civilian-run colleges and universities during its implementation ,this thesis aims to study the guarantee policies of the teachers'right in civilian-run colleges and universities. Based on the experiences of the foreign civilian-run colleges and universities and the former researches, this thesis also summarizes and constructs the basic framework of guarantee mechanism of teachers'rights in civilian-run colleges and universities, and gives some advices on how to perfect the guarantee mechanism of teachers'rights in civilian-run colleges and universities.This thesis is divided into five chapters. Chapter one is an introduction, which includes the reason for choosing this issue, a review of related researches, the significance of this research, the approach and method for this research as well as some definitions of terminologies in this thesis. Chapter two analyzes the present situation about guarantee mechanism of teachers'rights in civilian-run colleges and universities, and explores the problems in present situation of implementation, influences, the value orientation and the operational procedure based on the basic policy analyzing theories of positive theory, value theory and normative theory. Chapter three aims at the problems of guarantee mechanism of teachers'rights in civilian-run colleges and universities, during implementation and tries to draw some lessons from foreign counterparts. Chapter four makes some suggestions for perfecting the guarantee mechanism of teachers'rights in civilian-run colleges and universities .This chapter summarizes and constructs the basic framework of the guarantee mechanism of teachers'rights in civilian-run colleges and universities, and makes some recommendations on how to improve it. Chapter five is the conclusion part of this thesis. This chapter is a conclusion. The chapter puts forward a conclusion, the problems in this research and some questions needed to be further studied.To guarantee the teachers'rights in civilian-run colleges and universities, we should persist in the solemnity of laws, maintain the longevity of the mechanism and make clear the rights and responsibilities of related departments in guaranteeing those teachers'rights in civilian-run colleges and universities and strengthen the supervision of the implementation of laws so that all of the factors in the mechanism can play their roles. On the one hand, we should perfect the system construction of the guarantee mechanism of teachers'rights in civilian-run colleges and universities. On the other hand, we should clearly define the responsibilities of concerned institutions.
