On Civilian-run Colleges And Universities Issue And Its Internal Management System To Improve

China's Civilian-run Colleges and universities are prosperous recent years, and get notable achivement.The fast pace of private universities in our country at present is contributive to our country. China's Civilian-run Colleges and universities have happened hugely change, which are not only for our all society,but also for the status in all Colleges and universities. China's Civilian-run Colleges and universities are profitable for relieving the financial crisis of our government and for relieving the difficulty of employment,and for pushing forward for economical increase and for satisfying for the need of social education.The canalization of the problems existed in the management system of private university in our country at present is continuously hot spot for all circles, and gain a lot of achievements for the analyzation of the problems existed in the management system of private university.Some canalizations have reached some common understanding, but others are not avoided difference, which are below:the first, all the analyzation for China's Civilian-run Colleges and universities among all the theories are not full and short for the sytudy;secondly,all the study have not solved the problems:theories combine with the practice for China's Civilian-run Colleges and universities.This article, from a new angle of view,attempts to analyze the problems existed in the management system of private university in our country at present:The new public management theory is applied to private universities research,which develop the application of the new public management theory and provide new ideas to reform countermeasure research for private colleges.This article has four menthods for the study of China's Civilian-run Colleges and universities.firstly,the study of document. This article is mainly looking for correlative documents, which are the correlative discussion and works about the new public management theory and the correlative report for the problems existed in the management system of private university in our country at present;sncondly,the study of comparison. This article is analyzing the traditional theory,then correspondingly studying the correlative new public management theory;thridly,colletion evidence of inveestigation.This article is inveestigating the correlative evidences for China's Civilian-run Colleges and universities are prosperous recent years;forthly,the analyzation of authentic proof combine with standard analyzation.The article is taking the methods of literature research, comparison research method, investigation method and the combination of empirical analysis and normative analysis and other methods, and use new public management theory to narrate the internal management system problems and improvement from three parts, they are:the first part, Introduction. This part mainly describes the origin, the current academic research on this issue, as well as the problem of the research significance, method and frame structure about this topic. The second part, to narrate the ideas related the New public management theoretical analysis and the main problem about private universities in our country in view of the new public management, which is the key part of the text. First chapter is mainly to narrate the new public management theories as well as to prove these theories to adapt to our private colleges development, Mainly with the traditional administration theory comparative analysis to demonstrate that the new public management theory is suitable to analyze university internal management system reformation, which are the foundation for the analysis of next step. The third part, On the improvement of internal management system of measures about China's private college, this part is based on previous analysis to learn from the new public management theory advocated by the management mode, then puts forward the corresponding policy suggestions.The innovation of this paper is:Firstly, the innovation about perspectives. The paper selects new public management theory perspective and is combinative theory with practice to study, trying to introduce the correct authorization, the performance principle, emphasis on output, public service philosophy in the research of the new public management theory to the realize the sustainable development of private universities.and analyze the difficulties and problems of private college, then put forward my views and opinions. Secondly, the reform measure of system of management of Private College,I put forward some personal opinions:One is to improve the governance structure, to perfect the operation system. This measure is analyzed from two aspects-security the authority of the operators and downward Management Center to realize the faculties of entity. Two is to enhance the level of teacher. This part include two aspects:optimizing the structure of teacher and perfect incentive mechanism. Three is mainly about characteristic education; improve the quality of teaching to form sustainable competitive power. This measure is mainly from the quality and characteristics of operating a school, as well as the importance of the community and parents on education requirements to perfect management. Four is forming scientific and orderly development under the guide of the government management, include two aspects:the government should perfect relevant laws and regulations and to increase the support of Civilian-run Colleges and universities.
