The Supervision Mode Of Non-profit Civilian-run Colleges And Universities:the Feasibility Of PPP Model

Education is the foundation underlying all efforts to build the country.Along with reform and opening-up,China's economic system has changed,the planned economy into market economy,civilian-run higher education began to emerge.After decades of development,the civilian-run higher education became an important component of higher education in China.The school of public welfare is the social expectations of Inclusive education.In order to realize educational public welfare,the civilian-run colleges have to stick to non-profit schools.However,the development of non-profit private colleges is very difficult.On the one hand,the legal status and the ownership structure of the school are not clear;On the other hand,financing channels become the biggest problem.These problems hindered the development of non-profit civilian-run colleges,and the quality of education is difficult to improve.This paper analyzes the research status of the Supervision mechanism of private colleges and universities,the concept of PPP model,and the application of PPP model in private higher education.On the basis of public goods theory,stakeholder theory and the education cost sharing theory,analysis of two civilian-run colleges for amplification of land area of the case,the difference between the two colleges in the nature of running schools and the structure of governance,etc.Discusses the conditions of constructing PPP mode in civilian-run colleges and universities supervision mode,and obtains the inspiration of constructing PPP mode in non-profit civilian-run colleges and universities.There are many similar problems in the supervision of foreign private colleges and universities and civilian-run colleges and universities in china,and the construction of PPP model has a wealth of practical experience in the supervision of foreign private colleges and universities.By analyzing some practical cases of constructing PPP model in foreign private colleges and universities,we can find out some experience which can be used for reference.It is of practical significance to study how to build PPP model in the supervision of non-profit civilian-run colleges and universities.At present,non-profit civilian-run colleges and universities need to establish perfect supervision system in China.This paper analyzes several problems such as the imperfect financial management system,the nonstandard policy of land resource use,the indefinite "Reasonable Returns" and the imperfect governance structure,discusses the motivation of constructing PPP model under the supervision mode of non-profit civilian-run colleges and universities,and summarizes the ways to realize the PPP mode under the supervision mode of non-profit civilian-run colleges and universities.And further analysis of the problems encountered in the construction of PPP model in non-profit civilian-run colleges and universities and solutions.
