This topic will discuss the reasons, strategies, achievements and problems of the S senior high school in Shanghai applying flat management through literatures, investigations, and case studies to deeply analyze the problems encountered with relevant theories, and offer proposals for solving the problems and promoting the reform. This topic will review the process of flat management reform in the S senior high school, and reveal the key issues of the reform: the lack of the follow-up management after reform, the unsuccessful role conversion of middle management, and the poor group management as the management focus. For the reasons, I think that it is mainly due to the fact that little attention is paid to the difference between school management and enterprise management in practice, and the original management concept, the system inertia, and the conflict of interest from the reform are also impeding its development.Aim at these problems, I propose the following measures: in the process to father promote the flat management, the technically communicative and interactive information platform must be constructed; build the ideas and concepts of the scientific management by the school principal, the decision-making institute by grade groups, and the active participation and cooperation by teachers, management promotion will be guaranteed through introducing and learning; through advocacy, training, changing management methods, and guidance of employees to participate in the management methods, the management resistance will be reduced and eliminated, and the reform will be promoted; in aspects of policy strategies through adopted theory with practice, continuously exploring effective ways, forming a common vision, and developing incentive systems, the management reform will be ensured to be smoothly promoted.
