The cultivation of citizen consciousness is an eternal topic throughout human ideological history and a fresh one on which eyes has been heavily fixed around the world. The contemporary discussion on the cultivation of citizen consciousness in mainland China is an authentic problem that requires urgent solution for us to face. To promote the cultivation of citizen awareness of our countrymen effectively is a matter of our living state, the construction of harmonious socialist society, the founding of political civilization, and the great rejuvenation of the Chinese nation!Citizens are the step stone of modern democratic politics. China is undergoing an epic cause of promoting socialist democratic politics actively. As a question of the times, academic clarification of the cultivation of citizen consciousness is requires feasible solution which requires the means of facing the world, accommodating full advantage of the others, and endeavor to make access to the source of the fine Chinese traditional culture and considerate the history and reality of China. This paper holds that a citizen is the one who can implement his rights basically as an human or consciously pursues the common good while creates no hindrance or damage to other peoples' rights as human and their common good. Citizen consciousness refers to an individual's correct recognition, understanding and attitude towards his identity of a citizen, or the awareness of "I am a citizen" , and I should make choices for my behavior under the identity of a "citizen" . The cultivation of citizen awareness involves education and training aimed to enhance an individual's correct recognition and understanding towards his identity of being a citizen under appropriate condition and via due approaches to qualify an individual as a citizen while longing to be an outstanding citizen. The cultivation of citizen consciousness at ideological and political courses is to enhance high school students' correct recognition and understanding towards their identity of being citizens under appropriate condition and via due approaches to qualify them as citizens while longing to be outstanding citizens.Presently, high school students in China bears stronger democratic awareness, equality consciousness, independent consciousness, freedom consciousness and obligation consciousness while their consciousness of rights, country and law are comparatively less sufficient. They have more awareness of obligation over consciousness of right. Citizen consciousness of high school students shows levels of differentiation while nearly 30% of them are at the bottom. Cultivation of citizen consciousness at ideological and political course is unpopular and is at toddling stage with its substantial portion absent. Researches on the cultivation of citizen consciousness via ideological and political course is lagging behind, leaving theoretical and practical blanks and virgin states of minds to be exploited.Many disadvantages exist yet in our current ideological and political course teaching: the utilitarianism in education, anti-educational, to name just a few. The situation stands in the way of the students' sound personality and their overall development. With their spirit freedom and independence of thought been curbed, they are intangibly educated to obey absolutely, and dare not and would not maintain their own rights which is not modern citizen consciousness. Those disadvantages reflect the insufficiency of today's politics course education in serving the needs of the development of socialist democratic politics. Instead, it is slowing down the construction of socialist political civilization. While the present Ideological and political textbooks contain many obvious as well as potential contents on the cultivation of citizen consciousness, it is feasible to cultivate citizen consciousness at ideological and political courses!The cultivation of citizen consciousness via ideological and political course is to establish the consciousness of rights and obligations, subjective independence, freedom, equality,social morality, fairness and justice, democracy , law, country, international, active participation and public spirits etc. The cultivation of citizen consciousness via ideological and political course requires clear target and content, integrating and optimizing inner conditions and creating fine outer conditions so as to perform the cultivation of citizen consciousness via ideological and political course in free class atmosphere, a student-oriented class in asking questions, and a vigorous class in dialogue instruction.
