| In the time of knowledge economy, the undergraduate education which composes the main part of higher education system certainly faces challenges in terms of values and teaching models. In universities across China, considerable quantities of researching programs concerning reforms in undergraduate teaching are actively executed with its application to reality at the same time. As one of the great achievements of undergraduate education reform, the teaching plan plays a determining role in training up talents. Furthermore, how to execute a teaching plan in a systematic and proper way is the key factor affecting the ability of students. "The Law of Higher education" enacted in 1998 explicitly indicates: "With reference to different requirements in teaching, universities are granted a great degree of autonomy in drafting teaching plan, editing teaching material and organizing teaching activities." This statement leally expresses that universities have a certain degree of autonomy in the teaching plan management which is an institutionally great shift from gradually achieving state governance. However, with a long-time significant influence of conventional values in education, universities were dominated by the value of 'hard management' which involves administrating and dedicating, it neglected the value of 'soft management' that emphasizes on the importance of academic and human factors. It is inevitable to cause numerous problems to the execution of teaching plans since centralization of authority and too much dedication have been involved in.This essay is divided into five parts and it aims to analyze the management of teaching plan of universities in China by illustrating a specific example of 'H University'. The research methods mainly include literature survey, case study, questionnaire, interview and so on.The first part is introduction and it briefly explains reasons for the research as well as its significance and present situation. It also indicates the structure and methods of this research. The second part begins to illustrate three phases of the history of the reform in higher education in China. It then analyzes current situation of the execution of teaching plan in universities concerning the four stages of planning, executing, evaluating and revising. The third part traces the history of the reform in teaching plan of 'H University'. More importantly, it thoroughly analyzes the four stages of the execution of teaching plan in 'H University' according to primary data collected through the author's working experience, questionnaire and interviews. The fourth part follows up to demonstrate the main problems when executing teaching plans in "H University" and it tries to explain the causes based on the four factors including the theory of higher education management, the value of traditional education, the allocation of university resources and the system guaranteeing quality of teaching. The final part focus on exploring the tactics to deal with challenges confronting the execution of teaching plan by using the systems approach and views of contemporary public administration as well as applying theory of higher education management. |
